BRUSSELS: A massive €10 billion infrastructure gamble aims to jolt Europe out of its artificial intelligence backseat, as the continent races to build seven so-called AI gigafactories before the gap with America and China becomes unbridgeable.
The European Commission unveiled the funding package worth approximately $11.4 billion, a down payment officials hope will unlock an additional €20 billion from private investors. The move comes at a moment when geopolitical tensions have transformed chips and computing muscle into instruments of leverage.
Henna Virkkunen, the Commission’s executive vice president for tech sovereignty, framed the investment as non-negotiable. Securing raw computing power at the scale these factories promise, she argued, now ranks among the bloc’s most urgent strategic priorities.
Firms can begin submitting proposals immediately. Each winning facility must house a minimum of 100,000 state-of-the-art AI processors. That hardware density would make a single gigafactory roughly four times more potent than any data center currently operating within EU borders. Taken together, the seven new sites will more than double existing European capacity, which currently relies on a patchwork of 19 smaller centers stretching from Finland to Spain.
The logic behind the urgency sits in plain sight. A 2025 U.S. Federal Reserve assessment places Europe far behind its rivals in the foundational layers of AI development. China commands vast electrical infrastructure purpose-built for data centers. American firms vacuum up the overwhelming majority of global private AI investment. Meanwhile, European operators face electricity costs two to three times higher than those in America and China, and the continent manufactures almost none of the millions of specialized components required to outfit modern computing hubs.
A separate Commission report delivered to the European Parliament in June painted the dependency in stark terms. The bloc’s five largest cloud providers all remain American companies. Officials warned that continued reliance on foreign hyperscale providers for critical applications jeopardizes data sovereignty, risks service continuity, and undermines operational independence. The document cautioned that European enterprises and public bodies would keep defaulting to U.S. solutions, starving domestic champions trying to compete at the frontier.
France’s Mistral illustrates the dynamic. The company operates the EU’s largest existing AI data center from its Paris campus and produces the Le Chat chatbot. Yet it has struggled to match the velocity of OpenAI and the rising capabilities of Chinese challengers like DeepSeek.
Political alarm bells ring loudly across capitals. French President Emmanuel Macron has publicly fretted over the absence of homegrown AI heavyweights. But the continent harbors deep, parallel anxieties over economic upheaval, mass data harvesting, and the strain massive data centers place on energy grids and water supplies. The Commission attempted to thread this needle by stressing that any products emerging from the expanded network would adhere to EU standards governing data protection, safety, security, and ethics.
The physical footprint of these ambitions also faces local headwinds. Just weeks ago, 40 mayors from cities worldwide, including Phoenix and Melbourne, signed a pact pledging to curb the toll that AI data center construction exacts on natural resources, electricity rates, and climate targets. The race to build pits continental survival instinct against municipal anxiety, with ground broken on both fronts at once.
