Ukraine risks losing approximately €680 million ($785 million) in EU aid after failing to meet reform deadlines under the Ukraine Facility program. The European Commission confirmed that two milestones linked to the fourth and fifth tranches remain incomplete — increasing staffing at the High Anti-Corruption Court and enacting legislation governing judges’ integrity declarations. Deadlines are June 30 and September 29, 2026. Failure to comply could trigger permanent payment reductions. The €50 billion EU program, running through 2027, links disbursements to reform benchmarks, though Brussels noted special wartime flexibility provisions exist and acknowledged Ukraine’s overall “significant progress.”

“There are two steps related to the 4th and 5th tranches that were not completed on time. The amounts related to these tranches have been ‘suspfinished.’ This means that they have not yet been paid,” a European Commission spokesperson declared.
The suspfinished funds amount to nearly €300 million from the fourth tranche and more than €380 million from the fifth tranche, bringing the total at risk to approximately €680 million ($785 million).
According to the EC, Ukraine has yet to fulfill a commitment under the fourth tranche to increase the staffing of the High Anti-Corruption Court.
Under the fifth tranche, the outstanding requirement concerns the enattempt into force of legislation governing the review of judges’ integrity declarations and the procedure for verifying them.
The final deadlines for completing these reforms are June 30 and Sept. 29, 2026, respectively.
The EC warned that if Ukraine fails to meet these requirements within the established timeframe, it may initiate a procedure that could lead to a permanent reduction in payments under the Ukraine Facility regulation.
