Lockheed Martin’s bid to solve the Patriot system’s missile shortage involves a newly revealed tradeoff: the cheaper PAC-3 ACE interceptor abandons the hit-to-kill precision that defines its pricier sibling.

The defense giant confirmed during the Space and Missile Defense Symposium that achieving a sub-50% price point forced engineers to strip out the very technology that makes the PAC-3 MSE so effective against ballistic threats. Vice President Jason Reynolds told Defense One that the company removed the Attitude Control Motors, redesigned the front and back sections, and switched to a blast-fragmentation warhead.

“We basically modified the front end, modified the back end, took out the ACMs, so it’s no longer hit-to-kill,” Reynolds said.

This confirmation aligns with earlier analysis from Defense Express, which spotted the missing Attitude Control Section in promotional imagery shown at the Farnborough International Airshow in July.

The cost-cutting cascades through nearly every component. Lockheed replaced the dual-pulse solid-fuel motor with a simpler single-pulse design. The seeker gets downgraded in complexity. Meanwhile, the missile flies at reduced range compared to the PAC-3 MSE.

As a result, the ACE lands conceptually closer to the older PAC-2 GEM-T than the modern MSE. That distinction matters enormously when intercepting ballistic missiles.

Hit-to-kill systems destroy targets through sheer kinetic collision. The MSE slams into an incoming warhead at tremendous speed, obliterating it completely. A blast-fragmentation interceptor explodes nearby, showering the target with shrapnel. Surviving debris can still rain down on populated areas below.

For Ukraine, which operates Patriots against Russian ballistic missiles, this represents a critical limitation. However, the country faces such severe interceptor shortages that even a less capable missile holds appeal if it arrives in sufficient numbers. Currently, Patriot launchers near Kyiv sit idle for weeks at a time due to ammunition scarcity.

The timeline compounds the frustration. Defense One reported the PAC-3 ACE won’t achieve first flight until early 2028, with serial production roughly 18 months later. That pushes meaningful deliveries to mid-2029 at best.

Lockheed Martin isn’t promising an equal replacement for the MSE. Instead, the company offers volume over capability. Whether that trade satisfies operators facing ballistic missile barrages remains an open question.
