ChatGPT now falls under the European Union’s toughest digital regulations. Reddit and Roblox join it on a growing list of services forced to answer for harmful content, manipulative algorithms, and risks to children.
The European Commission announced the designations this week, classifying ChatGPT as a very large online search engine and the other two as very large online platforms. All three surpassed 45 million average monthly users in the EU, a threshold that automatically triggers the strictest oversight available under the Digital Services Act.
Each company has four months to comply.
The stakes go beyond fines. Platforms at this scale must open their internal data to European authorities upon request, submit to annual independent audits, and in some cases grant outside researchers direct access to their systems. Lawmakers framed the move as a necessary response to services that shape public discourse, influence elections, and expose minors to unpredictable risks.
OpenAI, Reddit, and Roblox now confront a regulatory environment that treats them less like startups and more like critical infrastructure. The Commission already applied these rules to WhatsApp earlier this year, bringing the total number of regulated services to 28. Facebook and Instagram remain under the same umbrella.
For platforms built on rapid growth and engagement, the compliance burden marks a sharp pivot. Artificial intelligence chatbots, sprawling forum communities, and youth-focused gaming worlds each present distinct dangers, yet the Commission’s message stays consistent: size carries responsibility, and European users deserve protection regardless of the medium.
The four-month window starts now. Annual audits and data-sharing obligations will follow, setting a precedent for any AI company or social platform approaching the 45-million-user line in Europe.
