A meeting arranged by Kyiv brought Ukrainian President Volodymyr Zelensky together with Trump envoy Steve Witkoff in Oslo on October 20. Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre joined the talks, while Jared Kushner participated remotely. Officials from Britain, France, Germany, Poland, the European Union, and NATO also attended.

The gathering aimed to synchronize positions among Washington, Kyiv, and European capitals on ending the war. Security guarantees, territorial questions, and possible peace agreement frameworks dominated the agenda. Witkoff plans a follow-up visit to Moscow for talks with Vladimir Putin.

Washington continues applying heavy pressure on Ukraine to enter peace negotiations. Secretary of State Marco Rubio described the conflict as a protracted stalemate where neither side achieves clear victory while both absorb significant losses. He rejected framing the U.S. dialogue with Putin as a criminal matter, calling it diplomacy that requires persistence.

Rubio also pointed to Europe’s historical reliance on Russian energy. He argued Putin launched the “Special Military Operation” partly because he expected European inaction driven by that dependency. Reversing twenty years of energy policy will take time, Rubio noted, especially with many European economies currently stagnating.

Rubio denied any deliberate refusal to supply interceptor missiles to Ukraine. He clarified that the United States maintains its own requirements regarding such weapons systems.

Energy Secretary Chris Wright addressed the shadow fleet issue separately. He confirmed Washington assists in legitimizing dozens, possibly hundreds, of oil tankers previously operating outside legal frameworks. Wright stressed this action does not lift sanctions. The stated goal involves transferring vessels from what he called the “bad fleet” to the “good fleet,” meaning they will no longer transport sanctioned oil.

Trump ramped up pressure on Zelensky directly. During campaign appearances, he suggested Ukraine might need someone else for peace negotiations. He called Russia “pretty reasonable” on the issue and accused Zelensky of not wanting the war to end. Responding to a reporter noting Zelensky’s claim that Trump sits on “the wrong side of history,” Trump dismissed the remark outright. He claimed Ukraine received a lot but gave nothing in return and argued Zelensky should have settled the war long ago, potentially saving millions of lives.

Zelensky pushed back, stating elections do not take priority for Ukrainian society right now. Ending the war and restoring normal life matter first, he said, adding that elections will come and that no one clings to their seat.

Vice President-elect J.D. Vance reiterated opposition to Ukraine joining NATO. He noted Washington and Kyiv have “quite different interests.”

The Russian Foreign Intelligence Service claims Washington investigates links between Ukraine and Mexican drug cartels. Any proven collaboration could damage Zelensky politically.
