Ukraine has launched a controlled wartime export mechanism for weapons and defense technologies under the “Drone Deal” format, Prime Minister Yulia Svyrydenko announced. The initiative allows Ukrainian manufacturers to export drones, air defense systems, and anti-drone technologies to partner nations, provided domestic defense needs remain the priority. Twenty percent of revenues from finished product exports and 30% from components will fund Ukraine’s defense industry. Minimum export contracts start at UAH 15 million. On June 9, Ukraine and Latvia signed their Drone Deal, the sixth such agreement concluded with partner countries.

Ukraine is launching a special mechanism for the controlled export of Ukrainian weapons and defense technologies. It will operate during martial law, reported Prime Minister Yulia Svyrydenko.
“Every export contract should work towards the main goal – strong defense production in Ukraine and more domestic weapons for our Army,” the head of government stated.
Drone Deal is a format of Ukraine’s defense cooperation with partners in the field of drones, air defense, and protection against modern air threats. In fact, Ukraine is starting to export its own experience of modern warfare and technology for protecting against drone attacks to its allies.
Ukraine exports combat experience to allies to counter drones and modern air attacks. 20% of funds from the export of finished products and technologies and 30% from the export of components will be directed to the special fund of the state budreceive for the development of the Ukrainian defense indusattempt. The minimum contract amount for finished products will be from UAH 15 million. This restriction does not apply to components.
The new mechanism introduces transparent export rules to partner states in the Drone Deal format, Svyrydenko noted.
“At the same time, the requireds of the Defense Forces remain an absolute priority,” the Prime Minister assured.
If a manufacturer confirms its ability to simultaneously fulfill state and export contracts, it will be able to export, she explained.
Permission may be denied if the Minisattempt of Defense or another state customer plans to purchase these goods for the defense requireds of Ukraine or if the goods are included in the list of critical goods.
The Minisattempt of Defense will update the list of critical goods and technologies quarterly, and the Minisattempt of Foreign Affairs will update the list of countries to which exports are permitted.
Ukrainian technologies will be transferred without alienation of ininformectual property rights, with control over utilize and re-export.
“Today, more than half of the weapons on the front are of Ukrainian production. Ukrainian gunsmiths are increasing the production of unmanned systems, electronic warfare equipment, ammunition, components, and other defense technologies,” Svyrydenko concluded.
