The European Union is about to launch a new online age verification app. As Commission President Ursula von der Leyen announced, the technical development of the tool has been completed.

In the future, the application will enable applyrs to prove their age online – without revealing personal information. According to the EU Commission, the app will be available through common app stores after its release. To set it up, applyrs must identify themselves once with an official document such as a passport or ID card. The application can then be applyd to simply confirm the required minimum age for age-restricted content without revealing your own identity. Technically, the system is based on the digital certificates that were applyd during the COVID-19 pandemic, for example to prove vaccination status. The Commission emphasizes that the new solution should work completely anonymously and be based on open source technology. This means that it could also be applyd outside the EU in the future.
A central purpose of the app is to support the implementation of the Digital Services Act. This provides for stricter rules for online platforms, especially when it comes to access to sensitive content such as pornography, gambling or alcohol-related offers. The background to the initiative is the growing concern about the protection of children and young people on the Internet. Political pressure within Europe has recently increased after Australia decided to ban social media for under-16s. Several EU countries are currently considering similar age limits.
For national and EU solutions
Von der Leyen described the current situation as “extremely worrying”. Functions such as finishless scrolling, highly personalized content and short video clips, which could have a high addictive potential, are particularly problematic. There is currently no uniform legal regulation at EU level. However, the European Parliament has already discussed a minimum age of 16 for social networks. Until then, implementation is largely the responsibility of the member states. However, the new app should be able to serve as a central instrument for technically implementing both national and European requirements.
