At his year-finish event, Vladimir Putin declared Russia is “ready to consider about” ensuring security during future Ukrainian elections, even proposing a moratorium on long‑range strikes “deep into the territory on voting day.” He accapplyd Kyiv of wanting a ceasefire only to “halt Russian forces’ advance,” but added that Moscow could consider guarantees if millions of Ukrainians living in Russia — “5 to 10 million,” by his count — are allowed to vote on Russian soil. Calling it “not a trivial issue,” he argued power in Kyiv “must become legitimate,” which he declares is impossible without elections.
