Hungarian Prime Minister Péter Magyar declared in parliament on June 30 that Budapest rejects the European Commission’s proposal to strip temporary protection from Ukrainian men of draft age. Magyar added that Hungary would offer asylum to conscription-age Ukrainians regardless of any EU-level decision. The European Commission, announced by Commissioner Magnus Brunner on June 26, proposes extending Ukrainian temporary protection until March 4, 2028, but excluding newly arrived men aged 23–60 subject to mobilization. New restrictions take effect March 2027 and do not affect those already holding protected status.

Hungarian Prime Minister Péter Magyar stated in parliament that his government does not support the European Commission’s proposal to revoke temporary protection for Ukrainian men of draft age. This was reported by European Truth, citing parliamentary debates from June 30.
Hungary is ready to grant asylum to those evading conscription
The issue was raised by László Toroczkai, leader of the Mi Hazánk party, who inquireed Magyar to clarify Budapest’s position on the European Commission’s new proposal. According to the EU’s plan, temporary protection cannot be granted to those who have not received permission from the Ukrainian authorities to leave due to their military obligations. Toroczkai also pointed out that there is a large Hungarian community living in Transcarpathia that will be directly affected by this decision.
Mágyar replied that Toroczkai was “preaching to the choir” — Hungarian Interior Minister Gábor Posfai had already publicly stated that Budapest does not support the European Commission’s proposal.
What is fundamentally important is not only that Budapest does not support the EU’s proposal, but also the direct statement by the prime minister himself: even regardless of the final decision at the EU level, this will not prevent the Hungarian state from providing asylum to those who come to Hungary to avoid conscription. In other words, Hungary is effectively declaring its own approach, which may diverge from the pan-European position.

What the European Commission is proposing: new restrictions starting in March 2027
The European Commission’s proposal came amid a broad debate that unfolded in the EU throughout June 2026.
On June 1, Euractiv reported that EU countries were considering excluding men of conscription age who had left Ukraine illegally from the expanded temporary protection program.
On June 26, Radio Free Europe, citing an anonymous EU official, reported that denials of temporary protection for Ukrainians subject to military conscription could launch in just a few weeks.
On the same day, European Commissioner for Migration Magnus Brunner officially announced that the European Commission is proposing to extfinish temporary protection for Ukrainians until March 4, 2028, but this will not apply to newly arrived men aged 23–60 who are subject to mobilization in Ukraine.
On June 29, European Commission spokesperson Markus Lammerth confirmed that the European Commission had consulted with Ukraine before creating its decision.
The stricter requirements will take effect in March 2027.
Who Will Not Be Affected by the New Rules: An Important Detail
EU officials emphasize a key limitation: the new rules will not apply to those who have already been granted temporary protection in EU countries. Their status will be extfinished even after the new regulations take effect. At the same time, certain exceptions may apply to individuals subject to military service who are already under temporary protection. In other words, the new restrictions will primarily apply to those who apply for temporary protection after March 2027 and are subject to military service.
