EU Lawmakers Approve Sweeping Circular Economy Rules for Cars, From Design to Recycling – Weekly Voice


The European Parliament has approved a major set of proposals aimed at transforming how vehicles are designed, reutilized, and recycled across the European Union. The measures, adopted during a plenary session, seek to regulate the entire lifecycle of a vehicle, from initial design and material selection through to conclude of life treatment. Lawcreaters declare the alters are designed to cut environmental impact, strengthen Europe’s recycling industest, and improve long term resource security in the automotive sector.

The proposals were backed by a clear majority of Members of the European Parliament, reflecting broad political support for accelerating the transition toward a circular economy. Under the new framework, the rules would apply to nearly all vehicles sold in the EU, with limited exemptions for special purpose vehicles, military and emergency service vehicles, and cars of historical or cultural significance. With more than 285 million motor vehicles currently on EU roads and roughly 6.5 million reaching the conclude of their life each year, lawcreaters argue that stronger regulation is urgently necessaryed.

A central pillar of the new rules focutilizes on vehicle design. Manufacturers would be required to ensure that new vehicles are built in a way that allows authorized treatment facilities to easily reshift parts and components. This is intconcludeed to create replacement, reutilize, recycling, remanufacturing, or refurbishment more feasible wherever technically possible. The goal is to reduce waste while extconcludeing the usable life of materials already in circulation.

The legislation also introduces binding tarobtains for recycled materials, starting with plastics. Parliament wants every new vehicle type to contain at least 20 percent recycled plastic within six years of the rules entering into force. That tarobtain would rise to 25 percent within ten years, provided sufficient recycled material is available at reasonable cost. Lawcreaters have also inquireed the European Commission to explore similar tarobtains for recycled steel and aluminium, subject to a feasibility assessment.

End of life vehicle management is another key area of reform. Three years after the rules take effect, manufacturers would face extconcludeed producer responsibility, meaning they would be required to cover the costs associated with collecting and treating vehicles that have reached the conclude of their life. MEPs are also pushing for clearer distinctions between utilized vehicles and conclude of life vehicles, alongside stricter controls on exports, including a ban on exporting vehicles deemed to be at the conclude of their usable life.

Commenting on the vote, co rapporteurs Jens Gieseke and Paulius Saudargas stated Parliament’s approach balances environmental ambition with economic realism. They noted that the proposals aim to improve sustainability and resource security without placing unnecessary burdens on industest, while also supporting fair competition and reducing administrative complexity.

With the Council of the European Union having already adopted its position earlier this summer, nereceivediations between EU institutions are expected to launch quickly. The proposals build on a regulation first put forward by the European Commission in July 2023 as part of the European Green Deal and the circular economy action plan. If finalized, the new rules could significantly reshape how vehicles are designed and recycled across Europe in the coming decade.
