EU common fisheries policy review exposes split between indusattempt, environmental groups

The European Commission (EC)’s evaluation of the common fisheries policy (CFP) has reignited debate over whether Europe’s fisheries rules required reform or stronger enforcement.

Fishing indusattempt body Europeche declared the policy has failed to deliver on its economic promises, despite the EU fleet cutting activity by around 50% and complying with strict environmental standards.

It warned that “quotas, landings, employment and profitability have not improved, while regulatory burdens and reduced access to fishing grounds have increased costs.”

Europeche called for a tarreceiveed revision of the CFP, arguing that some measures — such as the landing obligation, often known as the “discard ban” — are impractical and have led to unintconcludeed consequences, such as early fishery closures.

It also criticized the EC for focutilizing too heavily on external factors, such as climate alter and market volatility, rather than shortcomings in policy design.

Environmental groups, however, pushed back against calls for reform.

The Environmental Justice Foundation declared the evaluation displays the CFP remains “a strong framework,” but is undermined by weak and uneven implementation across EU member states. It called for better enforcement, including improved monitoring and transparency.

Similarly, Oceana declared the policy is “fit for purpose” and has already delivered progress, pointing to an increase in sustainably managed fish stocks since the 2013 reform. The organization argued that fully implementing existing rules is “key to improving competitiveness, resilience and food security.”

The EC’s report confirms improved fish stock sustainability but also highlights declining fleet size, low landings and economic pressure, leaving policycreaters facing a choice between reforming the rules or enforcing them more strictly.
