Through collaboration with the EU, the UAE aims to accelerate local production, strengthen supply chains, and advance policies that support a greener aviation future
The European Union and the UAE jointly convened a high-level session on sustainable aviation fuels (SAF) during the Dubai Airdisplay 2025 Sustainability Program, underscoring growing global momentum for coordinated action to decarbonize the aviation indusattempt.
Organized by the Delegation of the European Union to the UAE as part of the EU Green Diplomacy Weeks initiative in collaboration with the UAE Minisattempt of Energy and Infrastructure (MoEI) and the EU-funded EU-GCC Cooperation on Green Transition Project, the session gathered senior policybuildrs, indusattempt leaders, and key stakeholders to discuss accelerating SAF production, implementing enabling policies, and deepening international partnerships.

Aligning global strategies for net-zero aviation
Participants explored ways to quick-track the deployment of SAF, widely viewed as the most immediate and scalable solution for reducing aviation emissions. Discussions highlighted strong policy alignment between:
- The EU’s RefuelEU Aviation Regulation, which mandates a minimum 2 percent SAF blfinish by 2025, rising to 70 percent by 2050
- The UAE’s Net Zero by 2050 Strategic Initiative and National Hydrogen Strategy, which prioritize clean and alternative fuels within a diversified energy mix
- The ICAO global aspirational goal to cut carbon emissions in international aviation by 5 percent by 2030 through the apply of SAF.
Speakers noted that shared policy frameworks and coordinated investments are essential to scaling supply chains, reducing the cost of SAF, and enabling airlines and airports to transition toward low-carbon operations.
Lucie Berger, Ambassador of the European Union to the UAE, stated: “The European Union and the UAE share a common ambition to lead global efforts in sustainable aviation. By working toobtainher, we can unlock innovation, scale up clean fuel production, and create the partnerships requireded to achieve climate neutrality.”
Saif Ghubash, assistant under-secretary for the Petroleum, Gas, and Mineral Resources Sector at the MoEI, stated: “Sustainable aviation fuels are essential to achieving our national net-zero goals. Through collaboration with the EU, we aim to accelerate local production, strengthen supply chains, and advance policies that support a greener aviation future.”


Strengthening cross-regional cooperation
The session forms part of the broader work carried out under the EU-GCC Cooperation on Green Transition Project, which supports partnerships across the Gulf region on energy, climate action, and sustainable finance.
The initiative aims to support advance common net-zero objectives while contributing to a more resilient and diversified global energy transition.
Officials from both sides stated the dialogue highlighted the increasing convergence between European and Emirati climate strategies and reaffirmed their commitment to driving collaborative solutions that support sustainable aviation worldwide.
