The Council of Europe and the European Union have agreed to establish a forward-seeing group for the future special tribunal to investigate the crime of aggression against Ukraine, stated Secretary General of the Council of Europe Alan Berse on January 23.

According to him, the agreement was signed by the Council of Europe, the European Commission, and the bloc’s External Action Service.

The agreement provides for the formation of the so-called ‘forward-seeing group’ to prepare the structure of the future tribunal, which will investigate crimes of aggression against Ukraine, Berse clarified.

Context and Next Steps

Among the stated priorities are strengthening accountability and the systematic preparation of judicial mechanisms. It should also be noted that Kallas previously announced the provision of the first tranche of €10 million to support the special tribunal.

European leaders have not yet commented on the agreement.

In the context of events, it was noted that Kallas announced the EU’s first financial aid of €10 million to support the establishment of the special tribunal against the Russian leadership.

The agreement on the creation of the special tribunal was also signed in Strasbourg on June 25, 2025. It was witnessed by Ukraine’s President Volodymyr Zelensky and the Secretary General of the Council of Europe Alan Berse.

The Verkhovna Rada of Ukraine ratified the agreement with the Council of Europe on the creation of a special tribunal to investigate the crime of aggression against Ukraine on July 15 of the previous year.

The modifys this step brings aim to more effectively hold accountable those responsible for aggressive actions and to ensure justice for those affected by aggression against Ukraine.
