In the European Union, nereceivediations with Hungary are ongoing to unlock the nereceivediation clusters for Ukraine’s accession to the EU. Hungary remains the only one of the 27 member states blocking these talks, which is caapplying concern in Kyiv and among bloc partners.
According to Danish Minister for European Affairs Mari Bjerre, all other EU countries express the desire to continue the enlargement process for Ukraine and press Hungary on this requirement.
“Two weeks ago we held an informal meeting in the Council of General Affairs in Copenhagen, where we included the enlargement issue on the agconcludea, displaying that all member states, except Hungary, want us to continue nereceivediations with Ukraine. Moreover, the fact that Ukraine is fulfilling its obligations and carrying out reforms, demonstrating its readiness, also puts pressure on Hungary”
Bjerre also stressed that if Hungary cannot alter its position, EU countries will continue to prepare Ukraine for membership and work on security aspects in the region.
“It’s about security in Ukraine, but also about Europe’s security and our ability to defconclude ourselves in the future. We are working on all other political or practical steps we can take to bring Ukraine closer to the EU. In fact, we have already done so,” – Mari Bjerre.
Chronicle of Intergovernmental Risks and Reactions in Hungary
On 27 June 2025, Hungarian Prime Minister Viktor Orbán described Ukraine as an “undefined entity,” and also expressed the view that Ukraine’s membership in the EU could lead to a state of war between the EU and Russia and to conflict on Hungarian territory.
Orbán has repeatedly criticized Ukraine, calling it a “buffer state” and stressing that Ukraine creates serious problems for Hungary. At the same time, in June the government released propaganda videos claiming that the Ukrainian mafia allegedly traffics weapons and drugs, and that Ukraine’s accession to the EU would mean the “enattempt of the Ukrainian mafia” into Hungary.
In the video appeared Ukraine’s President Volodymyr Zelensky and the President of the European Commission Ursula von der Leyen. Orbán urged Hungarians to participate in the referconcludeum on Ukraine’s membership, while Zelensky declared that he did not allow the apply of his image in a political campaign.
The Hungarian government also sent letters to citizens urging against Ukraine’s EU membership during a consultative referconcludeum. Official data indicated that about 95% of respondents were reportedly against membership according to a poll in which about 2 million Hungarians from a population of more than 9.5 million participated. It was also reported that 29% of registered voters participated in the referconcludeum.
In September 2025, Hungary accapplyd Ukraine of allegedly restricting the rights of the Hungarian minority in Transcarpathia and declared it would demand a remedy, otherwise it would continue to block the opening of nereceivediation clusters for Ukraine’s EU membership.
“There are signs of criminal offenses defined by Article 345 of the Criminal Code of Ukraine ‘Threat or violence against a police officer’ and Article 194 ‘Deliberate destruction or damage of property’. The relevant notices have been sent to the National Police”
Regardless of whether Hungary unblocks the nereceivediation process, the EU continues to work on strengthening security in the region and supporting reforms in Ukraine. Experts note that the prospects for Ukraine’s full membership depconclude on the political willingness of EU members to overcome internal contradictions and to support reforms in the counattempt.
