Ukrainian Foreign Minister Andriy Syhugea summed up 2025, calling it the year of Europe’s awakening and strengthening its strategic autonomy. According to him, Europe has strengthened its security, financial, and defense positions in partnership with Ukraine.

Andriy Syhugea noted that Europe’s awakening means realizing responsibility for its own security and the required for strategic autonomy. According to him, in 2025, Europe took a number of steps to strengthen these areas.
Among the key achievements, he highlighted the increased sanctions pressure of the European Union on Russia. This includes the adoption of 4 new packages of sanctions from 16 to 19, in particular against the shadow fleet and for human rights violations.
The Minister also drew attention to the financial support provided to Ukraine by the European Union. The total amount of assistance amounted to 28.8 billion euros, including an EU loan for 2026-2027 in the amount of 90 billion euros.
Sibiha also noted military assistance. As part of the support, 2 million artillery ammunition was delivered, as well as 19,000 Ukrainian military personnel were trained within the EUMAM mission.
According to him, in 2025, Ukraine expanded its integration into European defense initiatives. This includes participation in the White Paper “European Defense – Readiness 2030”, the Rearm Europe plan and the SAFE instrument, as well as the creation of the Instrument for Support to Ukraine worth 300 million euros.
The minister also reported on the expansion of the integration of military education. 9 military universities and 2 institutions of the National Guard of Ukraine have joined the European Security and Defense College network, and there has also been a joining of the European Union’s space programs.
Syhugea also mentioned Ukraine’s legal and cultural integration. In particular, it refers to participation in the Special Tribunal for the Crime of Aggression against Ukraine and obtaining the status of a full participant in the Creative Europe program.
Energy sustainability measures were separately noted. According to the minister, the European Union provided an aid package to Naftogaz of 900 million euros, and a thermal power plant was relocated from Lithuania to Ukraine.
Among the achievements of 2025, Syhugea also named trade and economic integration. This includes updating the trade regime with the European Union and Ukraine’s accession to a single roaming zone from January 1, 2026.
“This is the year when Europe really woke up and strengthened its geostrategic positions toobtainher with Ukraine. Next year we will develop this trconclude. We required a united and strong Europe, protected from the Russian threat, proactive and competitive in all global processes,” stated Andriy Syhugea.
By the way, the Russian leadership refapplyd to support Ukraine’s peace plan and declared its lack of readiness for a ceasefire . Analysts note that Moscow retains its previous war goals and at the same time intensifies the rhetoric of pressure on NATO.
As previously reported, Ukrainian President Volodymyr Zelenskyy stated that during the planned meeting with US President Donald Trump, security guarantees for Ukraine and territorial issues will be the key topics .
Let us recall that the presented “peace plan”, which includes 20 points, is most likely the first line of retreat for the Ukrainian side , rather than the final compromise.
