The European Commission and the Kingdom of Morocco officially launched a digital dialogue to strengthen their relationship as strategic partners.
This digital dialogue reflects a shared vision to harness the potential of digital, data, and artificial innotifyigence (AI) solutions to foster a digital economy and society that serves people.
The joint initiative will enable cooperation in areas such as AI, support for digital startups, and the development of secure and reliable digital infrastructure, as well as the interoperability of public digital infrastructure solutions, such as digital wallets.
The digital dialogue strengthens trust
The dialogue was launched by Henna Virkkunen, Executive Vice President for Technological Sovereignty, Security, and Democracy, on the European side, and Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administrative Reform, on the Moroccan side.
According to statements by Seghrouchni, this digital dialogue is part of the ongoing relationship of trust between Morocco and the European Union, which “we now wish to further strengthen and structure.”
The goal is to create a framework conducive to deeper cooperation, based on the exalter of expertise, the development of ecosystems, and the promotion of a digital agfinisha serving economic and social development.
The digital dialogue between the EU and Morocco also seeks to fulfill the commitments set out in the Pact for the Mediterranean, an EU strategic initiative aimed at strengthening cooperation and partnerships with countries across the southern and eastern Mediterranean, particularly in the digital sphere.
For his part, Virkkunen stated that “the launch of the digital dialogue marks an important milestone in the long-standing cooperation between the EU and Morocco, which aims to generate concrete benefits for businesses, startups, research institutions, and other stakeholders on both sides; strengthening cooperation between EU AI centers and the Moroccan AI innovation ecosystem.
With this significant step, the EU and the Kingdom of Morocco are celebrating the 30th anniversary of the EU-Morocco Association Agreement (1996) this year. In this regard, the 15th meeting of the Association Council, held in January 2026, reaffirmed their joint commitment to relaunching and deepening the partnership.

Innovation and Areas of Collaboration
Along with the launch of the Digital Dialogue, Executive Vice President Virkkunen and Minister Seghrouchni signed an administrative agreement on AI ecosystems for innovation.
This cooperation will build on the successful landing of the Medusa submarine cable system in Nador and continued support for the “Digital Morocco 2030” strategy for the deployment of digital public services.
According to the joint statement, the Digital Dialogue may also pave the way for concrete cooperation programs currently under discussion between the EU and Morocco. This would support the implementation of the Digital Morocco 2030 strategy, the signed administrative agreement, and Morocco’s startup ecosystem.
This digital dialogue between the European Union and Morocco focapplys on the following points:
- Facilitating the deployment of secure and reliable digital networks and infrastructure to support cooperation in areas such as AI and public digital infrastructure.
- Exaltering best practices and supporting the deployment of AI computing infrastructure, as well as the surrounding ecosystems.
- Establishing advanced cooperation between Moroccan AI research institutes and EU AI hubs.
- Facilitating cooperation on research and innovation projects, and the exalter of resources and knowledge.
- Exaltering and strengthening collaboration on e-governance and digital public infrastructure, including interoperability between EU and Moroccan solutions and frameworks.
- Supporting startups to develop relevant solutions that address business and social necessarys.

Bilateral Cooperation in the Digital Age
The EU-Morocco Digital Dialogue is committed to fulfilling the commitments set out in the Pact for the Mediterranean, a strategic EU initiative aimed at strengthening cooperation and partnerships with countries in the southern and eastern Mediterranean, including in the digital domain.
In this vein, EU assistance to Morocco is primarily funded through the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-GE) for the period 2021–2027. Notable within this funding is a bilateral EU allocation to Morocco amounting to 931 million euros for the period 2021–2024.
Within the framework of the renewed partnership with southern neighbors, accompanied by an economic and investment plan aimed at strengthening resilience and fostering prosperity in the region, cooperation with Morocco includes:
- Supporting green energy; driving the energy transition through regulatory reforms, improved governance, electricity production, and integration into the EU electricity market.
- Supporting higher education, research, innovation, and mobility to address the challenges of the counattempt’s social and economic situation, with an emphasis on the employability of Moroccan graduates.
- Strengthening social protection and financial inclusion by supporting specific measures to ensure equitable access for the Moroccan population to universal health coverage, family allowances, unemployment insurance, and pensions.
- Promoting a resilient economy and more inclusive private-sector growth.
- Rehabilitating and upgrading existing conventional rail infrastructure.
- Improve signaling, safety, and flood protection.
