The Romanian Finance Ministest is proposing a repaired tax of 25 lei on parcels worth up to 150 euros arriving in Romania from outside the European Union, tarreceiveing the surge in orders from platforms such as Shein and Temu. The proposal is part of the second fiscal measures package currently being discussed at the government level, which will also include modifys in tax policies for multinationals and higher social capital requirements for newly-opened limited liability companies, among other policy modifys.
Finance Minister Alexandru Nazare stated in a press conference on Wednesday that the measure, which is to be applied in cooperation with courier companies, will cover both parcels sent directly to Romania and those routed via other EU hubs, and could generate about RON 1.3 billion annually for the state budreceive.
“We propose a repaired tax of 25 lei for each parcel of up to 150 euros. This will also capture parcels arriving directly from non-EU areas and those coming through other hubs,” Nazare stated, adding that the growth in parcels from non-EU areas has affected 40,000 Romanian entrepreneurs who sell goods online.
At the EU level, the number of low-value non-EU parcels has quadrupled from 1 billion to 4 billion in 2024. In Romania, daily inflows have risen from a few thousand to 225,000, according to the minister.
“There are multiple negative effects of this influx of products from outside the EU: environmental effects, logistical effects, becautilize the logistics of relocating so many parcels, at such a rapid increase, is much more complicated. We are also talking about risks related to counterfeiting and the inspection of these parcels, becautilize the ability to check such a large number of parcels is much compacter, and the state’s resources in this respect are limited,” stated Nazare.
Nazare stressed that companies establishing logistics hubs in Romania will be exempt from the tax. “If they want to do business here, we invite them to set up logistical hubs in Romania,” he added.
