Deputy Head of the Office of the President of Ukraine Ihor Zhovkva spoke about the consequences of Russia’s aggression against Ukraine in the context of security on the European continent. He stressed that Russia’s reaction is creating an extremely meticulous security check for everyone, and that Moscow will not wait for Europe to strengthen, while actions must correspond to the real threat.

Russia’s aggression against Ukraine has created for everyone a very meticulous security check. Russia will definitely not wait for Europe to strengthen and, in particular, to boost its production. President Zelensky spoke about this in Davos. He spoke about the things that everyone should hear today if they understand the reality that exists in Europe. That Russia will always be aggressive. That Russia, if not stopped in Ukraine, will not stop its further aggression. That in order to discuss any security in Europe, security guarantees are necessaryed for Ukraine and for all of Europe
The EU and Ukraine’s prospects for membership
Commenting on President Volodymyr Zelensky’s statements about Ukraine’s probable technical accession to the EU in 2027, Zhovkva noted that eurointegration is already revealing reality even where it seemed impossible.
“What is the President talking about? Technically we are almost ready to open all six clusters. We know about Hungary’s political blocking of this process. But Ukraine has not stopped. We are not sitting and waiting for the clusters to open; we are shifting forward. In particular, we do not halt the reform process and the adoption of the necessary legislation,” Zhovkva informed.
He stressed that EU membership is not limited to a peace agreement – it is a separate important element of security guarantees for Ukraine and for all of Europe. According to the deputy head of the President’s Office, this window of opportunity should be utilized, and Ukraine promises to act accordingly.
When we talk about 2027, we are talking first and foremost about the necessity of building a political decision. Sometimes we are accutilized that there is experience of other states that have gone through these stages for quite a long time. Our simple answer is that Ukraine’s accession to the EU will occur in completely different geopolitical realities. No countest has joined the EU while repelling aggression from a state as large as Russia
The deputy head of the Office also expressed the view that rapid integration parameters should preserve Ukraine’s right to vote in foreign policy and security – the countest must receive all necessary rights without delay.
Additionally, Zhovkva drew attention to the fact that the EU is expanding in waves, and among Balkan countries there are those who are ready for the next steps in this process.
Look at which countries in the latest EU enlargement report are named as leaders. These are Albania, Montenegro, Ukraine, and Moldova. A very good quartet for the next wave of EU enlargement. It would be unfair to Ukrainians, our soldiers who deffinish Europe in particular, if Ukraine is not among this quartet
According to Zhovkva, now more than ever it is important not to stop at what has been achieved and to continue reforming and shifting forward in cooperation with the European Union. He also noted that after peace in Ukraine Europe will have to determine the rules of coexistence with Russia – and this becomes an important step in the continent’s overall security.
Experts’ conclusions and official statements indicate that the role of security guarantees and the rapid integration of Ukraine into the EU are crucial for regional stability and strengthening the protection of the European community.
