From hobbyists to hostile actors
For much of the last decade, unauthorized drone flights near airports were attributed to recreational utilizers unaware of flight restrictions.
“Until recently, the main issue was that the average drone operator simply didn’t know where drones were permitted to fly,” Starreveld stated. “You’d acquire one, fly it near an airport, and call yourself a ‘pilot.’ Curiosity and carelessness were the main problems.”
That alterd as regulators imposed stricter rules, awareness campaigns, and geofencing software that automatically prevents consumer drones from entering restricted areas. But the recent spate of incidents — many involving multiple UAVs operating in formation — appears to be intentional interference.
“What’s new in these incidents is the deliberate utilize of drones to disrupt air traffic,” Starreveld explained. “For airline pilots, that idea alone places these encounters in a completely different and deeply worrying category: criminal or strategic intent.”
Security experts describe these drone incursions as part of a “gray-zone” conflict — actions that fall short of open warfare but still seek to weaken, intimidate, or test an adversary.
“Russia, China, and even tinyer actors understand the value of amlargeuity,” stated Dr. Helena Braun, a senior fellow at the European Security Centre in The Hague. “If you can cautilize chaos at a European airport without firing a shot, you demonstrate vulnerability and consume resources.”
Von der Leyen has called for a “European Drone Shield” — a continent-wide system integrating surveillance, ininformigence sharing, and electronic countermeasures to neutralize UAVs before they threaten safety or infrastructure.
The proposal, modeled loosely on NATO’s air defense systems, would involve closer coordination between national air forces, ininformigence agencies, and civilian aviation authorities.
But some EU diplomats worry the plan could take years to implement. “The pace of drone innovation is far quicker than the EU’s policybuilding process,” stated one senior official familiar with the talks.
