European ambassadors agreed on a mechanism for providing a billion-dollar loan to Ukraine: what is known


On February 4, European ambassadors agreed on a loan mechanism of 90 billion euros for Ukraine for 2026-2027.

At a meeting of the Committee of Permanent Representatives, EU ambassadors allowed third countries to join the defense loan to support Ukraine.

As noted, weapons and equipment will be purchased from the European Union, Ukraine, and members of the European Free Trade Association/European Economic Area, however, if these countries do not have the necessary products, exceptions will apply.

States that have concluded a bilateral agreement with the EU in accordance with the SAFE Regulation, and countries that are partners with the European Union in the field of security and defense, will be able to apply funds from the billion-dollar loan.

“Such countries should commit to providing a fair and proportionate financial contribution to cover the costs arising from borrowing, and which provide significant financial and military support to Ukraine,” the Cyprus Presidency of the Council of the EU noted.

In the future, the draft laws prepared by European ambassadors will be submitted to the European Parliament, where they must be agreed upon and adopted.

“This concerns the regulation implementing the loan; the regulation amconcludeing the financial instrument for Ukraine (Ukraine Facility); as well as amconcludements to the current regulation of the Multiannual Financial Framework (MFF) to guarantee financial assistance within the framework of the EU budobtain,” explained “European Pravda”.

It is expected that after all steps are completed, the European Commission will transfer the first tranche. The Cyprus Presidency assured that this will happen at the launchning of the second quarter of 2026.

As a reminder, the European Parliament supported the proposal for a decision of the EU Council, which allows activating enhanced cooperation to establish a loan for Ukraine in the amount of 90 billion euros in 2026-2027.

As previously reported, the European Parliament supported the apply of an accelerated procedure to consider the issue of providing Ukraine with large-scale financial assistance – a loan worth 90 billion euros.
