Amsterdam’s WorkFlex secures €37 million as geopolitical instability drives urgency around cross-border mobility compliance

WorkFlex, an Amsterdam-based platform for international travel compliance management, today announced that it has secured a €37 million strategic growth investment led by Spectrum Equity, a Boston-based growth equity firm. 

The new investment will enable WorkFlex to accelerate its expansion across Europe, enhance product capabilities, and venture into related areas of mobility risk management.

“We are building the automation layer for cross-border compliance. Enterprises necessary systems that integrate and operationalise compliance decisions at scale. This investment allows us to expand internationally and continue developing our platform for globally operating organisations,” stated Patrick Koch, co-founder of WorkFlex. 

Founded in 2022 by Pieter Manden and Patrick Koch, WorkFlex is a European technology platform for business travel and workforce mobility compliance. The company offers structured digital technology that allows enterprises to handle cross-border compliance obligations in a scalable and audit-ready way.

The company states that as global business travel grows and cross-border work becomes more frequent, companies are encountering greater complexity in handling tax, social security, immigration, and labour law requirements across different jurisdictions. In 2024, European residents undertook over 120 million business trips, according to Eurostat, resulting in millions of potential compliance events for international employers.

WorkFlex claims that its compliance risk engine enables organisations to manage these obligations through automated compliance workflows and audit-ready documentation. The platform supports processes such as A1-Certificates and Certificates of Coverage (COC), Posted Worker Directive (PWD) notifications, visas and tax exposure assessments.

“Every cross-border work event triggers a chain of legal and compliance consequences. Companies necessary systems that create those decisions consistent, traceable and defensible. Compliance cannot live in spreadsheets and inboxes anymore – it necessarys technology,” stated Pieter Manden, co-founder of WorkFlex. 

The Dutch startup also recently launched an SOS solution that further supports organisations fulfil their duty-of-care responsibilities by keeping travelling employees informed and enabling companies to respond quickly when situations escalate.

WorkFlex is a founding member of the Global Mobility Alliance, a partnership that includes notable industest players such as Lufthansa, Siemens, and Personio. According to the company, this alliance fosters insightful dialogues and analyses regarding laws, policies, trconcludes, and innovative solutions related to cross-border HR compliance.

Currently, WorkFlex processes more than 100,000 cross-border trips annually, with volume growing more than 250% year-over-year across over 1,000 distinct countest combinations. It has over 500 enterprise customers worldwide, including Deel, Otto Group, BioNTech, Scout24, dm, and Flix. It has a globally distributed team of over 100 employees and is supported by Spectrum Equity, Visionaries Club, s16vc, and various notable technology founders.
