South Korea’s push to arm its KF-21 Boramae fighter entirely with domestic weapons just added a major new contender. Korea Aerospace Industries and Hyundai Rotem signed a memorandum of understanding to co-develop a long-range air-to-air missile that would rival Europe’s MBDA Meteor, including a 200-kilometer range and Mach 4 terminal speed.
The proposed weapon targets a solid-fuel ducted ramjet architecture, same as the Meteor. But the Korean design goes further, specifying an active electronically scanned array (AESA) radar seeker that the European missile lacks. Public program data confirm the performance benchmark while highlighting the added AESA capability.
Hyundai Rotem’s involvement carries symbolic weight. The company built its reputation on the K2 Black Panther tank and rail systems. Yet it has quietly invested in propulsion, guided weapons, and hypersonic flight technology for years. This partnership formalizes that aerospace pivot as the Agency for Defense Development opens competition for a prototype developer.
Under the agreement, Hyundai Rotem supplies propulsion and guided-weapons tech. KAI contributes aircraft integration expertise. Propulsion remains the hardest element of any beyond-visual-range missile program, and the area where South Korea has historically relied most on foreign suppliers.
The timeline raises eyebrows. ADD has approved a seven-year schedule: 2026 to 2033. That would mark the fastest path from contract to Meteor-class ducted ramjet capability achieved by any non-superpower defense industry on record. The Meteor itself required 22 years of development across six European nations.
Meanwhile, at least three teams compete for the LRAAM contract. Hanwha Aerospace, which builds the KF-21’s own AESA radar, argues that experience positions it uniquely for seeker work. LIG D&A pitches itself as a single systems integrator for every principal air-launched weapon on the Boramae. A February 2026 memo among KAI, LIG D&A, and Hanwha already covered weapons integration cooperation, hinting Seoul may ultimately choose collaboration over a winner-take-all outcome.
The strategic rationale extends beyond performance. A KF-21 carrying Meteors requires MBDA export approval for any foreign sale. A Korean-developed missile removes that constraint, strengthening bids in the Middle East and Southeast Asia. South Korea aims to rank among the top four global arms exporters by 2030. Delivering LRAAM by 2033 would prove decisive.
