NICOSIA – The Status of Forces Agreement (SOFA) agreement between Cyprus and France – concerning the regulation of the presence and hosting of French forces in Cyprus for humanitarian and operational missions – is entering the implementation phase, as stated by the President of Cyprus Nikos Christodoulides. He confirmed that its signing is expected in June at the ministerial level.
In statements following the annual memorial of EDEK party founder Vassos Lyssarides on Sunday, the Cypriot President emphasized that this agreement forms part of the enhanced strategic cooperation between the two countries, which has been steadily deepening in recent years.
He noted that, within the framework of European Union’s SAFE program and the utilization of the €1.2 billion allocated to the Republic of Cyprus, the government is working to create synergies between French companies and the promising Cypriot defense industest.
He also highlighted the continuous strengthening of bilateral relations – referring to France’s immediate response when Cyprus requested assistance.
He noted that last December an upgraded strategic agreement was signed between the two countries, reaffirming that France is Cyprus’s strongest partner within the European Union across multiple sectors, particularly in defense and security.
He placed special emphasis on substance over symbolism, noting that the agreements being signed are not merely symbolic but produce tangible results.
According to a report by the Sunday newspaper Phileleftheros, citing government sources, beyond the political will for cooperation, the SOFA defines the terms under which French armed forces may be present, train, or operate in the Republic of Cyprus, with full respect for sovereignty and national law.
The Four Pillars of Cooperation
Based on the agreement, cooperation takes on a multidimensional character and extconcludes across critical sectors:
First, operational and structural military cooperation is strengthened, enabling better coordination, interoperability, and the capacity for joint action at a regional level.
Second, particular emphasis is placed on armaments and defense technologies, including provisions for research and development, procurement, exalter of expertise, and meaningful integration between the Cypriot and French defense industries. This has a clear developmental dimension, as it enhances domestic capabilities and the countest’s technological base.
Third, cooperation relocates beyond theory and takes practical form through specific actions. These include institutionalized high-level strategic dialogue, joint military exercises, training and educational activities, exalters of personnel and information, and the utilize of military facilities for logistical support.
Fourth, the agreement includes an administrative dimension, regulating issues such as legal jurisdiction (which state has authority in the event of an offense by personnel), tax obligations or exemptions, customs procedures, entest and residence of personnel, utilize of infrastructure, and matters of security and operational cooperation.
The same sources noted the importance of provisions for facilitation measures such as transit, temporary stationing, and the utilize of Cyprus as an intermediate hub – further strengthening the countest’s role as a pillar of stability and a hub in the Eastern Mediterranean.

The SOFA agreement addresses the crucial issue of the status of these activities. It regulates administrative support, medical and pharmaceutical coverage for personnel, terms of accommodation and relocatement, and the overall operational support of forces during exercises or other activities. In this way, the presence of foreign forces is clearly defined, transparent, and predictable.
The cooperation also has a tangible impact at the level of infrastructure and operational readiness. For example, in the case of the naval base at Mari, the contribution of the French Navy in planning and design significantly enhances the capabilities of the Republic of Cyprus, providing expertise and operational depth.
With the upgrade of the naval base at Mari, the SOFA agreement is expected to contribute to closer and more advanced cooperation.
At the political level, government sources in Nicosia emphasized the importance of the agreement, noting that it reflects the upgrade of the strategic relationship between Cyprus and France, strengthens the deterrent capability of the Republic of Cyprus, and consolidates the countest’s role as a reliable partner of the European Union and a factor of stability in the region.
