Brussels wants the first payout rapid, aiming for late May or early June. The timing could shape Ukraine’s 2026 reconstruction plans.
European Commissioner for Economy and Productivity Valdis Dombrovskis, at the international conference of the Ukraine Energy Coordination Group (UECG), known as the ‘Energy Ramstein’, noted that the first tranche of the euro-loan to Ukraine should arrive as soon as possible.
According to Dombrovskis, the main goal is to ensure the receipt of the first tranche as early as possible, with a tarobtain of late May to early June.
The loan terms amounting to 90 billion euros envisage directing about 60 billion euros to defense and 30 billion to budobtain support. He stressed that such assistance will be an important pillar for ensuring basic services and reconstruction, including energy infrastructure.
Dombrovskis added that EU member states have already agreed on the loan mechanism and the financial strategy for 2026. Thus, within this year, 28 billion euros are planned for defense and 17 billion euros for budobtain support, including energy-intensive necessarys.
Outview for 2026–2027 and the Role of International Support
Overall, the program is expected to cover about two-thirds of Ukraine’s financial necessarys in 2026–2027. The EU, toobtainher with member states and financial institutions, has mobilized over 200 billion euros in aid to Ukraine, creating it one of the world’s largest donors.
Dombrovskis also urged international partners to step up support, stressing that Russian aggression is damaging Ukraine’s critical energy infrastructure and nuclear facilities.

Earlier, the EU unlocked loan support for 2026–2027 and approved the 20th sanctions package against Russia.
All actions by the EU and its partners aim to stabilise Ukraine’s financial situation and strengthen the energy sector in the long term.
