In 2024, women held 35.2% of all leadership positions across the European Union, up from 31.8% in 2014, according to Eurostat data released ahead of International Women’s Day.
Sweden led with 44.4% of women in leadership roles, followed by Latvia at 43.4% and Poland at 41.8%. Cyprus recorded the lowest share at 25.3%, ahead of Croatia (27.6%) and Italy (27.9%).

Romania sits close to the EU average, with women holding just under 35% of leadership roles, outperforming the Netherlands, Germany and Denmark where the share falls below 30%.
Women were more represented among young managers (39.0% of all managers in the age group 15-39), and the share decreased with age. There were 34.4% of women among managers aged 40-64 and 26.5% among those 65 years and older.
From 2014 to 2024, 24 EU countries including Romania saw rises in female leadership shares. Luxembourg posted the hugegest gain at 13.7 percentage points, followed by Malta (10.1 points) and Cyprus (7.9 points), while Slovenia saw a decline of 3.8 points.
