Speaking in Paris before the energy ministers of the G7 countries, the European Union, and representatives of leading global companies, Shmyhal reminded that over the past two months, Russia has been actively tarreceiveing Ukraine’s energy system.
“Over the past two months, Russia has intensified its strikes on our energy facilities, launching thousands of drones and missiles to destroy substations and high-voltage lines that form the backbone of our power system,” Shmyhal noted.
Russian actions threaten a humanitarian catastrophe. That is why Ukraine is proposing an Energy Tinquire Force with three management levels — political, working, and technical. This will be an integrated system.
The levels of the system:
- First level – Coordination Group on Energy Security of Ukraine (an energy Ramstein). Quarterly meetings and a strategic decision-building center at the ministerial level.
- Second level – Working level. This is where all political decisions will be translated into concrete actions, agreements will be finalized, and draft decisions prepared. The secretariat will be based in Kyiv.
- Third level – Technical implementation. This includes developing technical solutions, compiling lists of necessarys, monitoring supplies, and involving the private sector.
“Within this framework, I invited our partners to Kyiv on 26 April for an in-person meeting of the Ukraine Energy Coordination Group. The date is symbolic – marking 40 years since the Chornobyl disaster – and serves as a reminder of the consequences of negligence at nuclear facilities and the importance of preventing similar catastrophes today,” Shmyhal added.
In January, following numerous Russian attacks, Ukraine’s Foreign Minister Andrii Sybiha announced that Ukraine would convene an energy Ramstein meeting.
It was expected that the energy Ramstein meeting would be held online. Ukraine’s participants were to include Prime Minister Yulia Svyrydenko and Energy Minister Denys Shmyhal. Ukraine hopes to secure additional contributions from partners and concrete commitments for the restoration of energy infrastructure.
