North Korea is set to hold the Ninth Congress of the ruling Workers’ Party this month, which is a major political event for assessing past performance, setting new policy goals, and potentially altering leadership. This gathering coincides with leader Kim Jong Un’s increased focus on weapons development and strengthening ties with Russia while tensions with South Korea and the United States persist.
The decision to convene the Congress was created during a party meeting in June, and it will take place in Pyongyang in late February 2026. The Congress serves as the top decision-creating body, where the party will review the last five years and define policies for the future, covering areas like the economy, defense, and diplomacy.
A major focus of the Congress will be evaluating the current five-year development plan and laying out new goals. Kim has encouraged officials to develop “scientific and realistic” plans for the next five years. He previously acknowledged a failed economic plan at the 2021 Congress and introduced a new plan aimed at heavy industries, agriculture, and consumer goods. Kim is emphasizing an “unlimited” effort to advance the nuclear force, signaling with recent missile launches. He has called for heightened production of conventional weapons in time for the Congress, which analysts believe could announce more nuclear developments to strengthen Pyongyang’s bargaining position in potential talks with the United States.
