A spokesperson for the European Commission, Tom Renye, confirmed that work on the system is ongoing. He noted that the topic’s relevance has grown due to drone incidents in Poland and Romania.

The SAFE Mechanism and Ukraine’s Involvement
The discussion also mentioned the possibility of applying the SAFE instrument if member states include the corresponding components in their national plans. Ukraine is already participating in the relevant program and intconcludes to take advantage of the support opportunities.
According to SAFE documents, it provides for joint borrowings and lconcludeing for EU members and partners, with a focus on strengthening defense capabilities and developing the European defense-industrial base.
SAFE (Support for Ammunition and Armaments for Europe) – a new EU financial instrument amounting to 150 billion euros. Its aim is to stimulate joint production of defense products within the EU, including munitions, drones and air defense systems.
Loans are expected to be provided on long-term and favorable terms, and production should rely on at least 65% components from the EU, Ukraine or EEA/EFTA countries. Limited participation of third countries under appropriate agreements is also envisaged if it would contribute to the EU’s defense readiness and support for Ukraine.
The meeting of defense ministers and other EU officials demonstrates increased cooperation in the defense sector, as well as attention to Ukraine’s necessarys to strengthen borders and the region’s defense potential.
